We're champions
for public entity risk pools
From start-up operations created out of necessity, public entity risk pools have come into their own, thriving today as the risk financing and risk management choice of local governments across the U.S. and in Canada, Australia, and other countries. Pools bring local governments together to collaborate on behalf of their communities: protecting their assets, helping their employees stay safe and healthy, and promoting financial stability.
While pools draw on the expertise of the insurance industry, they are rooted in a culture of public service. Paladin's advice and assistance to public entity pools is steeped in decades of experience in both public entity pooling and local government, and a deep commitment to the pooling culture. Whether it's starting a new program, considering organizational change, or just seeking a fresh perspective, Paladin provides the same excellence in service that pools provide to their members.

About Paladin
Lynn McNamara is Paladin Consulting's principal. She created Paladin after a 40+ year career working in and with public entities, and post-retirement consulting with Tandem Collective where she served health and property/casualty pool clients. She brings to clients a big-picture perspective backed by nuts-and-bolts experience in risk pool operations, and a collaborative spirit.
The Paladin team is augmented as needed by Lynn's network of highly-respected and experienced pooling professionals.
A Connecticut native, Lynn began her professional career at what is now the daily Connecticut Post, covering local governments. She moved from journalism to work for one of her subjects: the Town of Trumbull, Connecticut, where she served in management, labor relations, communications, and information technology roles.
From one community, she began to serve many, as associate director of the Connecticut Conference of Municipalities (CCM). She led the development of CCMHealth, a joint purchasing arrangement to provide lower-cost health insurance to member cities and towns. Then, a move to the west coast led her to the League of Oregon Cities in advocacy and research roles. In 2002 she joined CIS (Citycounty Insurance Services). a risk pool providing employee benefits, property, liability, and workers' compensation coverage to about 340 members. She became its executive director in 2010, serving until her retirement in 2019. Under her direction, CIS' talented staff and innovative risk management programs were recognized in the public entity pooling community. A frequent presenter at pooling conferences over the years, Lynn received the prestigious Award for Excellence in Leadership from the Association of Governmental Risk Pools (AGRiP) in 2017, and was named a lifetime member of AGRiP in 2019.

“From a client in the early days of pooling, to a colleague in serving other pools, in my work with Lynn I know she is the consummate professional. If you are running a pool, Lynn has walked the proverbial ‘mile in your shoes,’ and that matters when it comes to making change happen.”.
